Occasionally I run across PDFs that are viewable by the reader, but not editable because they are password protected.
Most of the PDFs I work with like this do not restrict printing. In this case, simply open in Chrome or Edge, and print using the Print to PDF option with a non-Acrobat version (such a Microsoft Print to PDF).
The result should be a PDF without the pesky password restriction.
