There are a lot of utilities designed to allow users to send links from a browser on the desktop to a smart phone, but most are restricted to specific browsers and/or devices (for example, applications that support sending from Google Chrome to an Android phone). SiteToPhone.com claims it will let you send a link from any browser to any smart phone.
