Arcknight makes what it calls flat plastic miniatures for role-playing games. These are similar to Pathfinder Pawns, except they are printed on transparent plastic that fits into acrylic bases.
Arcknight sells these for numerous games and genres, and they retail in packs of various sizes where it’s going cost about 50-70 cents per miniature, which is a pretty darn good price.
